Sometimes it's simply a matter of correcting a student's algebra work. But often times it comes down to explaining the concepts behind the arithmetic that give it meaning. Understanding both the meaning and the process allows the student to apply the concept and tailor it to each problem as they encounter them; rather than memorizing a process and blindly trying to apply the same exact procedure to each problem without understanding how each step of the process evolves the problem.
